Ray Hubert
Ray Hubert, AS, CASAC-2, SAP, AEMTP, CIC, CEO Ray became a NY State Certified Paramedic in 1982 and has been providing Occupational Health services for over 30 years. He is a NYS Bureau of Emergency Medical Services Certified Instructor Coordinator for EMT programs up to the paramedic level in addition to being an American Heart Association instructor for BLS, ACLS, and PALS. Ray was recently awarded the Big Lakes EMS Educator of Excellence . In addition to his EMS Background, Ray is also credentialed by the NYS Office of Alcohol and Substance Abuse Services as a Credentialed Alcohol and Substance Abuse Counselor, Level 2 and recognized by the United States Department of Transportation as a qualified Substance Abuse Professional.
Gina Pfohl
Gina earned a Bachelor of Science in Health Science from SUNY College at Brockport. She also has an MBA and Master of Arts in Mental Health Counseling from Medaille University. Gina obtained her Licensed Practical Nursing certificate from Orleans Niagara BOCES. She is a Master Credentialed Alcohol and Substance Abuse Counselor with a designation in Gambling. Gina also has her National Credential in Addiction Counseling level II. She also is a qualified Substance Abuse Professional.
Gina has over 20 years of experience working in the addictions field. She has served in the capacity of both a direct counselor and an administrator of a multi-modality substance abuse non-profit. Gina also has 15 years of experience working in Occupational Medicine. For the last six years, Gina has worked as a Licensed Practical Nurse.

How it all began
Gina and Ray first started working together in 2001. Ray worked in an Occupational Medicine Clinic while pursuing an Associate’s degree in Mental Health Counseling at Erie County Community College. At the same time, Gina was a supervisor at a local Substance Abuse clinic. Their paths would intersect when Ray had to complete an internship, and Gina was assigned to supervise him.
In 2005, Gina enrolled in an MBA program at Medaille University. As part of her final capstone project, Gina and four other students (known as Solutions, Inc.) were to develop a business plan. There was no expectation of starting a business but rather go through the process of creating a business plan. In May of 2007, as Gina and her group, Solutions, Inc., presented their business plan to the professor panel, Ray stood beside her, donning the company colors, with their only asset before them- a breathalyzer holding their filed Articles of Incorporation papers. ToxEd Solutions, LLC was born.
ToxEd never developed into more than a “side hustle” focused mainly on after-hours drug and alcohol testing. After a few years, the business fizzled out and dissolved, but Ray continued conducting after-hour collections in his free time.
For many years, Gina supervised Ray in the substance abuse field, and later, she worked for Ray in Occupational Medicine. Each teaches and mentors the other in their craft.
In 2020, at the height of the COVID-19 pandemic, when most businesses were struggling to stay open, Gina and Ray again decided to embark on another business adventure. However, this time would be different, they wanted to create a business that offered a full suite of Occupational Medicine Services including CPR training and continuing medical education for EMS and healthcare individuals. So, in August 2020, Reliant Workplace Solutions, LLC was formed.
Gina and Ray have consciously used “Solutions” as part of their business name as an homage to the MBA student members of Solutions, Inc., who got them started.
Today, Ray works full-time as Reliant’s Chief Executive Officer and part-time instructor at Niagara County Community College’s EMS program. He also volunteers at Tri-Community Ambulance, where he currently holds the position of the 2nd Assistant Chief. Gina works part-time as Reliant’s Chief Financial Officer while proudly serving our United States Veterans as a nurse at a local clinic.
